Ulticon Builders Incorporated (UBI) is a company established primarily for the purpose of engaging in the general construction business which involves among others, developing, constructing, repairing, rehabilitation and other work activities on roads and highways, piers and bridges, irrigation projects and building construction. Ulticon was founded in 1993 by its President and Chief Executive Officer (CEO), Carlos “Charlie” S. Gonzalez and his brother, Engr. Raul “Sonny” S. Gonzalez in Davao City. It is classified as a Triple A or “AAA” company by the Philippine Contractors Accreditation Board (PCAB). This means that it has the capacity to undertake a broader and more complex range of construction projects. It also takes pride of its highly trained, qualified and practised engineers, professionals and staff from different fields of and expertise in engineering.
Being classified as a Triple A or “AAA” company is both an honor and a challenge. Qualifying as such necessitated having the financial capacity, modern and state of the art technologies and equipment, existence as a construction company for a substantial number of years and the required individual experience of the company’s technical personnel. The company prides itself with a staff of highly trained, qualified and experienced engineers and professionals from various fields of discipline in the engineering, planning and supervision of different construction activities utilizing updated technologies.
UBI managed to comply with these meticulous standards although it recognizes that the task does not end there. Thus, Ulticon decided to address the need of Tuburan Institute with its donation of an access road that will make it easier for students and their families, volunteers and teachers to reach the green community school.
Tuburan Institute, Inc. is a non-stock, non-profit, community-based school that offers holistic education to students coming from diverse socio-cultural and socio-economic backgrounds. Inspired by the international Steiner/Waldorf movement and in partnership with other sectors of the community, Tuburan Institute has been honing its students to become well rounded individuals for three years now. Its innovative and interactive method of teaching focuses not only on the intellectual growth of its students. It also seeks to rouse the students’ curiosity and creativity through activities that do not merely revolve around books and papers.
UBI knows the importance of investing in good quality education especially in rural communities and inspired by the effort dedicated by Tuburan Institute in bringing high-quality education closer to Davaoenos, UBI took the opportunity to help Tuburan Institute through the creation of a road measuring 6 meters wide and 430 meters. Today, members of the community enjoy a cleaner and easier path to the green community school. This way, UBI has shown the world that a simple act of kindness, of clearing a once impassable trail, can add to the notable beginnings of Tuburan Institute as a “wellspring” for its students’ brighter future.

Ulticon Builders, Incorporated is a company that has been accredited under three different sets of standards published by the International Organization for Standardization or ISO. These are ISO 14001-2004 or Environmental Management System (EMS), ISO 18001-2007 or Occupational Health and Safety Management System (OHSMS) and ISO 9001-2008 or Quality Management System (QMS).
ISO 14001-2004 or EMS lays down the framework and criteria for an environmental management system that companies may adhere to. Being certified under ISO 14001-2004, Ulticon Builders, Inc. can readily give the assurance that it is knowledgeable of the possible effects of its operations to the environment because it consistently measures the same and strive for its improvement.
Meanwhile, ISO 18001-2007 or OHSAS sets out the minimum requirements for occupational health and safety management. On November 8, 2013, Super Typhoon Haiyan or Yolanda, tagged as the most powerful storm to make landfall in history, hit the Philippines particularly the islands of Samar and Leyte. 1, 473, 251 families were affected, majority of which were left homeless. 6340 people died while 1061 went missing.
Amidst all these devastation, the resiliency and will of Filipinos stood out. The nation united to extend a helping hand to the victims. The international community also sent astounding amounts of donations in various forms. Disaster-relief goods poured in to aid our fellowmen whose spirits were, although dampened by Yolanda, remained unwavering in spite of the calamity. Food and water, clothing, medicine and health services were the top priorities and were sent to the survivors, albeit with difficulty. The government and the private sector alike came together for one cause. Other private entities, like Ulticon Builders, Inc., however, found their own alternative ways to help.
Ulticon Builders, Inc., in collaboration with the Department of Public Works and Highways (DPWH) and other contractors in Region 11 came together to help the survivors of Yolanda. They hired a company to construct a bunkhouse in accordance with the standards laid out by the DPWH. The bunkhouse was divided into several partitions that served as rooms for the affected families giving them a sense of privacy. Ulticon made it sure that the bunkhouse was built and completed in a matter of weeks to promptly address the survivors’ need for shelter.
This benevolent act of Ulticon that was in line with its Corporate Social Responsibility (CSR), was deeply appreciated by the Yolanda survivors. The humble bunkhouse, although incomparable to the homes that they lost because of Yolanda, was enough to remind them that they were not alone in rebuilding their lives after the storm. And that was what the Filipinos showed the world: that the spirits of camaraderie and compassion, as seen in the donation of Ulticon Builders, are indeed waterproof.
A Certificate of Appreciation was given to Ulticon Builders last December 18, 2014. The certificate was signed by Mariano R. Alquiza, Ceso III the Regional Director of DPWH, Davao City. They were able to receive this award, because of the sincere kindness and humanitarian gesture they extended through the construction of bunkhouses in NHA Sagkahan Bliss Brgy. 62-B, Tacloban City. It was built to serve as an impermanent shelter for the Typhoon “Yolanda” victims as they rebuild their own communities after the storm.
The Ulticon donation was aimed for our brothers and sisters who suffered the wrath of Typhoon Yolanda were left with nothing as their houses were in shambles, and resources were sparse. Their hometown was devastated and most of their loved ones and their families were taken away from them. Though what was lost can no longer be recovered, it is important to help in the restoration of what survived. Receiving this humble accomplishment will serve as a fuel for the company of Charlie Gonzalez of Davao and its employees to continue in living out their vision to furthermore extend its helping hands with continuous aid for the building and rehabilitation of the Typhoon “Yolanda” victims.

Ulticon is aware that the construction industry is a high-hazard industry with the range and kinds of activities involved in every project. From transportation of materials, to the building process and up to the last few stages of completion, workplace mishaps may occur that can endanger the lives of workers. Therefore, adopting a culture that prioritizes the health and safety of workers in the construction setting must be one of the goals of any contractor company to counter the danger that is innate in its business.
In line with these, Ulticon utilizes a Work Environment Measurement (WEM) system from the Occupational Safety and Health Center (OSHC) of the Department of Labor and Employment (DOLE). WEM is used to evaluate an employee’s level of exposure to physical and chemical hazards in the workplace enabling the employers to address these hazards accordingly.
Also, Ulticon makes sure that employees are provided with all the necessary equipment and gears that they need before they are made to work at a project site. These include steel toes, reflectorized vests, hardhats, and earplugs, among others. The equipment used by the employees is also constantly checked and if necessary, restorative procedures are performed to make sure that they are always in perfect working condition.
Ulticon even extends its effort in prioritizing the safety and security of its workers in each and every project site. One notable step that Ulticon has taken was entering into a Memorandum of Agreement (MOA) with different hospitals in the locality that are in close proximity to its project sites. The MOA provides that the hospitals shall render all the necessary treatment and procedures needed by any Ulticon employee brought to them due to work-related accidents, all expenses paid for beforehand by Ulticon.
Other measures taken by Ulticon also include regularly scheduled fire and earthquake drills as part of its disaster-preparedness training. Ulticon also makes sure that its premises and project sites are well guarded and secured from sun up to sun down giving the employees a sense of security while performing their respective jobs.
Ulticon knows that there should be no compromise when it comes to the health and safety of its workers. With constant coordination, proper discipline, training and compliance with standards set by the government, it believes that a Zero Accident vision can always be a reality even in the construction industry, as it has been for decades now in Ulticon Builders, Inc.
Ulticon Builders, Inc., started building Farm to Market Roads (FMR) in 1996. Its first project was the Rehabilitation of Sangay – Simbalan Road in Sangay and Olave, Buenavista, Agusan del Norte. The road, with a budget of P4,942,420.00, was started on July 5 and was completed on September 16, 1996.
Since then, Ulticon has been one of the top contractor companies to have built new FMRs and repaired or upgraded existing ones. These FMRs are mostly located in Regions 10 and 11 particularly in Bukidnon, Samal, Kapatagan, Lacson, Lamanan, Calinan and Bansalan.
Before the increase in the rate of construction of FMRs, the people in the different regions in Mindanao suffered greatly because of lack of roads or because existing roads were underdeveloped or poorly constructed. Farmers had to endure financial losses due to spoilage of goods caused by the long travel time needed to transport them from the farm to the town markets. Residents in general faced the dangers posed by the rough condition of the roads such as vehicular accidents causing physical injuries or even deaths. They also had limited number of employment opportunities because of the inferior level of transportation available making travel from one town to another costly and exhausting.
These predicaments were addressed and are continuously being dealt with through the greater attention that the government has been allotting to the construction of FMRs. Contractor companies such as Ulticon are given the opportunity to help the residents in the rural areas by constructing high-quality FMRs thereby alleviating the living conditions in these communities.
One FMR leads to a series of improvements that are undeniably important in decreasing poverty in every rural community. It stimulates agricultural activities by providing easier access to markets and encouraging farmers to have an entrepreneurial mindset. It also means easier access to schools, making education more accessible to children from rural areas. Basic social services such as hospitals and clinics are now also within reach to those who need them. Furthermore, greater mobility means accessibility of non-agricultural employment opportunities in other places.

The UBI sportsfest was a successful event! Ulticon Builders has opted to give its valued employees a well-deserved sportsfest to help boost their employees’ work performance. They believe it will not only to develop and hone their employees’ performance and productivity but that it will also build their character. This sports fest is the company’s way of fulfilling the much anticipated Ulticon corporate social responsibility to its employees.
The now annual event jumpstarted last year. The activities ranged from volleyball, basketball, ping-Pong, badminton, bowling and the favourite of the majority—the Cheering competition. Almost all of the games were held at UBI Compound located in Ma-a Davao city except for bowling which was done at NCCC Mall and badminton which was done at Smash ‘N Drop Badminton Court.
You could feel the exciting tension and joy of each participant as you watched the whole organized event. Each one had a feeling of eagerness, enthusiasm and motivation to take part and to win in their respective events. They were provided with packed lunch, Gatorade and proper uniforms for the event.
This Ulticon corporate social responsibility had a clear message in providing the importance of these games to their employees which was to work together in accomplishing one goal and to promote camaraderie. To avoid Ulticon politics and unhealthy competition, a trophy served as the precious prize for along with bragging rights the whole year long.

The unemployed rate for Mindanao is 26.6% according to the preliminary results of the Labor Force Survey conducted by the National Statistics Office. This only signifies the immediate and inerrant need for job creation.
As we all know Ulticon Builders, Inc. is a construction company. It hires laborers for every project that they acquire. When they have projects in rural places, they instantly hire the locals within the area to help them with their income.
The only people that are not project-based with regards to the employment of their projects are the engineers and other key people like the admin. This is done to help maintain the quality of the work and supervision.
On the other hand, an average of 30-70 laborers get hired for every project, including but are not limited to roads, bridges and piers. To hasten the removal of the existence of Ulticon bribe amongst the employees, the laborers get an appointment paper and are only project-based and so this means that their job is coterminous with the project. However, the employment that UBI offers may get extended for a hired laborer if another project will be made within the area.
UBI wants to help other Filipinos in providing for their families, and in doing so, the job creation it offers will also allow our economy to move forward.
