Ulticon and the Davao City Bypass Construction Project

The Davao City-based construction firm Ulticon Builders Incorporated, a Quadruple A licensed Contractor company in the Philippines, spearheaded by its Founder and President, Mr. Carlos “Charlie” Gonzalez, whose projects are managed by UBI’s Authorized Management Officer (AMO) Carlos Miguel Gonzalez of Davao, has decades of reputable experience as a contractor and is multi-awarded for its management and quality standards. Today, Ulticon projects are yet to embark on a new undertaking from the Build-Build-Build program of the Duterte Administration and working together with other known foreign construction companies with this project here in our country.

Under Duterte’s ambitious Build-Build-Build project, it was officially signed on November 19, 2020, a joint venture project led by Shimizu Corporation, an architectural, civil engineering, and general contracting firm that has annual sales of around US$15 billion. For years it has been globally recognized as one of the top five contractors in Japan and included in the top twenty in the world. The contract agreement for the Davao City Bypass Construction with the Department of Public Works and Highways after a meticulous negotiation commenced in March 2020.

The launch for the construction of the Davao City Bypass Construction Project (DCBCP) was attended by DPWH Acting Secretary Roger Mercado, Japanese Ambassador to the Philippines Kazuhiko Koshikawa, DPWH Undersecretary for Upmo Operations, and Chief Implementer of Flagship Projects under Build, Build, Build (BBB) Program Emil K. Sadain, and Japan International Cooperation Agency (Jica) Chief Representative Eigo Azukizawa.

The joint venture project is composed of three companies, which are Shimizu Corporation, Takenaka Civil Engineering & Construction Co, Ltd., and our very own Davao local Ulticon Builders Incorporated. As the lead contractor awarded to Shimizu Corporation, they will be accountable for the 10.7 km section, which is aligned to the midway portion of the Davao City bypass. This length of the bypass includes 2.3 km-long tunnels with a height of 8 meters, a width of 10 meters, and an excavation section about 80 square meters deep. On top of that, the bypass project also consists of five bridges in different locations, totaling 900m in length; and a 7.9km long 2×2 lane road with 6.7m wide each constructed by cutting and filling.

The construction period is roughly estimated to be about 37 months, Ulticon will be responsible for the earthworks and bridge constructions, while Shimizu and Takenaka will be in charge of the tunnel construction. The Davao City Bypass Construction Project was designed to have a free flow speed for vehicles; to enhance the management of transportation of information from one place to another here in Mindanao which hugely contributes to the country’s economic development; and to diminish traffic congestion. As soon as the 30km long bypass connecting Sirawan in southern Davao City through Indangan in central Davao City is completed, the calculated travel time between the two regions will be halved from one hour 45 minutes to 50 minutes.

DPWH Undersecretary for Upmo Operations and Chief Implementer of Flagship Projects under Build, Build, Build (BBB) Program Emil K. Sadain, said that “the tunnel project will soon be the first-ever long-distance mountain tunnel in the Philippines and was designed by Japanese experts to have better seismic resilience.” Furthermore, according to the Department of Public Works and Highways (DPWH), the contract package costing P13.23 billion has an estimated completion date of January 2024.

How Ulticon Came To Be

Ulticon started with only four employees in a small office in Davao City. Back then, they handled small projects (E.g. school buildings) that they could handle.

In 2000, They ventured road construction. Construction works opportunity opened up to the company. It was awarded various contracts from different government agencies, a just reward for its having completed its previous projects on time and at high standards of quality.

In 2006, Carlos “Charlie” S. Gonzalez was blessed with more projects, so he had to transfer their operations in a building in Quimpo Boulevard.

In 2009, They passed three ISO certificates, namely: EMS, QMS and OHSMS. This was certainly in the books, because this would mean they could now bid projects that would cost P100 million and up.

As of Today, they have 1303 employees. This was a dream fulfilling experience for an upstart company headed by its founder and president, Mr. Carlos “Charlie” S. Gonzalez and his brother Engr. Raul “Sonny” S. Gonzalez.

Ulticon Builders: 7 Consecutive Years as an ISO Company

Ulticon is determined to keep meeting an impeccable reputation of top-quality work and delivering customer satisfaction to everyone that partners with them. Each person in Ulticon strives to deliver consistent, superior service to uphold regulatory requirements that benefit the company.

Carlos “Charlie” Gonzalez attributes Ulticon’s success to its employees’ dedication to excellent work, customer service that exceeds expectations, and a safety program that led the company to zero accidents in the field.

Since 2009, Ulticon has been accredited under three different sets of standards published by the International Organization for Standardization or ISO. These are ISO 14001-2004 or Environmental Management System (EMS), ISO 18001-2007 or Occupational Health and Safety Management System (OHSMS) and ISO 9001-2008 or Quality Management System (QMS). And the year 2016 is no different. Ulticon, through the efforts of its employees, have once again passed the set of standards put by ISO in acknowledgement of the safe and excellent procedures the company.

A Glimpse of Ulticon Builders Davao Company Culture

We ask people from the admin team of Ulticon Builders, “Describe Ulticon in one word.” And most of them answered “Family.” It brings joy and happiness to the leaders of Ulticon that they’ve instilled the feeling of belongingness to their employees.  It has always been the dream of the founders to not only build bridges to communities but to build bridges to people as well. This culture has been achieved through understanding each other in the company, no matter who you are. A quality company culture is one of the hardest workplace qualities to obtain, because the investment is time.

Carlos “Charlie” Gonzalez, Vice-President of Ulticon Builders, understands the importance of having a company culture.

Your company culture defines the way in which your organization interacts with one another and how the team interacts with the outside world, specifically your partners and suppliers.

It’s the formula that guides the team, as well as inspires and motivates employees. It is also responsible for attracting and retaining great talent, as well as creating a fun, happy and exciting work environment.

A great company culture also attracts a great partner which, in turn, creates great success! People will want to do business with you because of what you believe in and stand for, rather than solely on your products alone. Understanding this principle will quickly allow you to see the importance of company culture.

Charlie Gonzalez of Ulticon Builders Davao Help Beautify Our Environment

Trees beautify our environment but Carlos “Charlie” Gonzalez of Ulticon Builders understand that their values lie beyond the aesthetics. They remove carbon dioxide from the atmosphere, increase biodiversity in our environment, prevent soil erosion, as well as provide shade and lower the atmospheric temperature.

Carlos “Charlie” Gonzalez of Ulticon Builders, Inc. invited members of the said company to join a tree planting event that was held on the 6th of May 2016. A grand total of 40 people volunteered to show support for the event, which was geared to help secure the future of our environment for the generations to come.
