We are pleased to share that our ISO 14001:2015 Environmental Management System Certification has been successfully renewed for 2024. This accomplishment highlights our strong commitment to sustainability and environmentally responsible construction practices. At Ulticon Builders Inc., we are dedicated to providing infrastructure solutions that foster advancement while ensuring the protection and preservation of our environment.
Under the visionary leadership of President and Chairman Carlos “Charlie” S. Gonzalez, Ulticon has consistently prioritized environmental management in its operations. Our renewed certification highlights the proactive measures we’ve taken to align with global sustainability standards, ensuring our projects contribute to both economic development and environmental protection.
The ISO 14001:2015 certification is an internationally recognized standard that provides a structured framework for organizations to identify, manage, and minimize the environmental impact of their activities. For Ulticon, it represents our commitment to sustainable practices across all stages of project execution.
Renewing this certification involved rigorous audits by independent certifying bodies, which evaluated our compliance with environmental regulations, resource management strategies, and risk mitigation efforts. By successfully passing these evaluations, Ulticon demonstrates its ability to operate in an environmentally conscious manner, balancing infrastructure development with sustainability.
This milestone is not just about meeting standards—it is a reflection of our readiness to adapt to the evolving demands of the industry while upholding our core values of care, excellence, and innovation.
For over 30 years, Ulticon has been a trusted partner in nation-building, delivering more than 500 infrastructure projects, including roads, bridges, highways, and flood control systems. Throughout this journey, we have consistently placed environmental sustainability at the heart of our operations.
Every stage of our projects—from planning and design to construction and delivery—is guided by a commitment to reducing environmental impacts. We actively implement measures that conserve resources, reduce emissions, and limit waste, ensuring that each project aligns with our vision of a greener, more sustainable future.
At Ulticon, sustainability is more than a goal—it’s part of who we are. Guided by our core values, we continuously seek innovative solutions to minimize our environmental footprint without compromising quality or efficiency.
Our investments in modern equipment that lowers energy consumption, optimized workflows that reduce waste, and technologies that support sustainable practices reflect our determination to improve. Beyond these, we emphasize environmental education and awareness within our organization.
With over 3,000 skilled professionals in our workforce, we provide ongoing training to empower every team member to uphold best practices for environmental stewardship. This shared responsibility ensures that sustainability is not just a company-wide initiative but a mindset embraced by all who work with us.
The renewal of our ISO 14001:2015 certification offers assurance to our clients and stakeholders that Ulticon operates with integrity and care for the environment. Whether building roads to connect rural communities or bridges to link economic hubs, we prioritize environmentally responsible practices that meet regulatory requirements while supporting societal progress.
Partnering with Ulticon means working with a contractor that not only values sustainability but actively integrates it into every aspect of its operations. This certification serves as a guarantee that our projects protect the environment while meeting the needs of the Filipino people.
As we move forward, the renewal of our Environmental Management System Certification is both a testament to our achievements and a challenge to continuously improve. At Ulticon, we understand that the future of infrastructure development depends on harmonizing economic growth with environmental stewardship.
With more than three decades of experience and a team of highly skilled professionals, we are well equipped to lead in sustainable construction practices. We are committed to finding innovative ways to lower our carbon footprint, improve efficiency, and create infrastructure that benefits both communities and the environment for generations to come.
This milestone would not have been possible without the dedication of our employees, the trust of our clients, and the support of our stakeholders. We are deeply grateful for the collective effort that has helped Ulticon achieve this renewal.
At Ulticon, sustainability is not just a responsibility—it’s a promise. Every project we complete reaffirms our commitment to protecting the environment, connecting communities, and improving the lives of Filipinos. Together, we will continue to build a brighter, more sustainable future for the nation.
The Davao City-based construction firm Ulticon Builders Incorporated, a Quadruple A licensed Contractor company in the Philippines, spearheaded by its Founder and President, Mr. Carlos “Charlie” Gonzalez, whose projects are managed by UBI’s Authorized Management Officer (AMO) Carlos Miguel Gonzalez of Davao, has decades of reputable experience as a contractor and is multi-awarded for its management and quality standards. Today, Ulticon projects are yet to embark on a new undertaking from the Build-Build-Build program of the Duterte Administration and working together with other known foreign construction companies with this project here in our country.
Under Duterte’s ambitious Build-Build-Build project, it was officially signed on November 19, 2020, a joint venture project led by Shimizu Corporation, an architectural, civil engineering, and general contracting firm that has annual sales of around US$15 billion. For years it has been globally recognized as one of the top five contractors in Japan and included in the top twenty in the world. The contract agreement for the Davao City Bypass Construction with the Department of Public Works and Highways after a meticulous negotiation commenced in March 2020.
The launch for the construction of the Davao City Bypass Construction Project (DCBCP) was attended by DPWH Acting Secretary Roger Mercado, Japanese Ambassador to the Philippines Kazuhiko Koshikawa, DPWH Undersecretary for Upmo Operations, and Chief Implementer of Flagship Projects under Build, Build, Build (BBB) Program Emil K. Sadain, and Japan International Cooperation Agency (Jica) Chief Representative Eigo Azukizawa.
The joint venture project is composed of three companies, which are Shimizu Corporation, Takenaka Civil Engineering & Construction Co, Ltd., and our very own Davao local Ulticon Builders Incorporated. As the lead contractor awarded to Shimizu Corporation, they will be accountable for the 10.7 km section, which is aligned to the midway portion of the Davao City bypass. This length of the bypass includes 2.3 km-long tunnels with a height of 8 meters, a width of 10 meters, and an excavation section about 80 square meters deep. On top of that, the bypass project also consists of five bridges in different locations, totaling 900m in length; and a 7.9km long 2×2 lane road with 6.7m wide each constructed by cutting and filling.
The construction period is roughly estimated to be about 37 months, Ulticon will be responsible for the earthworks and bridge constructions, while Shimizu and Takenaka will be in charge of the tunnel construction. The Davao City Bypass Construction Project was designed to have a free flow speed for vehicles; to enhance the management of transportation of information from one place to another here in Mindanao which hugely contributes to the country’s economic development; and to diminish traffic congestion. As soon as the 30km long bypass connecting Sirawan in southern Davao City through Indangan in central Davao City is completed, the calculated travel time between the two regions will be halved from one hour 45 minutes to 50 minutes.
DPWH Undersecretary for Upmo Operations and Chief Implementer of Flagship Projects under Build, Build, Build (BBB) Program Emil K. Sadain, said that “the tunnel project will soon be the first-ever long-distance mountain tunnel in the Philippines and was designed by Japanese experts to have better seismic resilience.” Furthermore, according to the Department of Public Works and Highways (DPWH), the contract package costing P13.23 billion has an estimated completion date of January 2024.

Ulticon Builders, Inc. (UBI), a Quadruple A construction company, donated construction materials for the Camp Facility Enhancement Project of the Philippine Army Bravo (Braveheart) Company in Maramag, Bukidnon on 3 May 2020. The Braveheart Company initiated this project to renovate and upgrade deteriorating facilities, including camp defense, fence, and patrol base bunkers.
In embarking on the project, the Braveheart Company faced the imposing roadblock of lack of resources. Commanding Officer 1LT Rebie E. Buco approached UBI for partnership through Engr. Teodoro Omalay Jr., Equipment Supervisor. The partnership mechanism of UBI and the Philippine Army immediately swung into action, and UBI donated tons of cement for the project.
The Bravo (Braveheart) Company, 88 Infantry Battalion, 4th Infantry Division has been fearlessly protecting the citizens of Maramag from harm, armed threats, and unwarranted control from insurgency groups such as the CPP-NPA. The Braveheart Company’s duties include training troops to fight in armed conflicts, ensuring the safety of people, and actively pursuing monitoring operations to target enemies – all for the goal of defeating the insurgency. They have also evolved as the community’s partner for progress through peace. They educate people on the role of the government as an enabler of progress – and not an enemy. They also support ex-rebels on their way to reintegration into society.
Like the Braveheart Company, UBI has been fearless in building roads and bridges in some of the most challenging regions in the country – for the vision of progress. UBI recognizes the role of the Braveheart Company and all the other branches of the Philippine Army in maintaining peace and order, so companies such as UBI can operate seamlessly and safely to help lift communities and build a nation.
The Philippine Army envisions itself to be a world-class army that is a source of national pride by 2028. In making this vision a reality, in parallel, the Philippine army is also further strengthening national security. Ulticon Builders, Inc. (UBI) is one with the Philippine Army in this vision and commits to contribute in various ways to quality training for future soldiers.
In February 2020, UBI supported the enhancement of the 4th Division Training School (4DTS) in Camp Osito D Bahian, Malaybalay City, Bukidnon. The school is tasked to provide Basic Soldier Skills for the organic personnel and future members of the Philippine Army 4th Infantry Diamond Division, which is in the center of protecting people from insurgency threats and maintaining peace and order in Valencia, Bukidnon.
UBI provided four tons of cement to 4DTS for the renovation of its facilities, including comfort rooms. The company’s donation helped augment the required fund, speeding up the completion of the project to ensure students get to experience sooner a hygienic environment conducive to learning. UBI Vice President Rudolph Joseph C. Lopez, 4DTS Logistics Officer Teopisto M. Rubi Jr., and 4th Infantry Diamond Division Acting Commandant Ronald M. Illna made the project happen.
More partnerships between the Philippine Army and UBI are either in progress or in the pipeline as UBI President and CEO Charlie Gonzalez wills not only for the company to be a major force in the construction industry, but also in being a partner of the government in bringing about peace and progress.
Ulticon Builders, Inc. (UBI), construction industry leader headed by Carlos Gonzalez, assisted the 78 Headquarters Alpha (Archer) Company 8th Infantry (Dependable) Battalion, 4th Infantry (Diamond) Division in monitoring and combat operations in the Bukidnon hinterlands on 16 June 2020. The Philippine Army mounted the operations to help protect people from insurgency and suppress armed threats. In support, to facilitate ease of transportation, UBI donated 60 liters of diesel for use in vehicles to carry army troops and materials around Barangay Can-ayan, Malaybalay, Bukidnon. CPL Lemuel N Tanan and Commanding Officer 1Lt Vhon Rotsen R. Cruzado worked with UBI managers in Barangay Sugod, Valencia City for this latest collaboration between UBI and the Philippine Army.
The Dependable Battalion is tasked to pursue the government goals of securing peace and order while fighting communist terrorism in Malaybalay City. Guided by Executive Order 70 – which calls for a whole-of-nation approach to End Local Communist Armed Conflict (ELCAC) – the Dependable Battalion’s own localized approach has evolved. They have been teaming up with different government agencies and private organizations to provide holistic solutions to the insurgency issue. The battalion helps ex-rebels by giving them opportunities for rehabilitation and access to livelihood and housing. At the same time, the battalion values the role of citizens in the approach and calls on them to provide information about the location of any trace of insurgency in the area. Citizens can be assured that their safety will be protected as they fulfill their duty for the country.
UBI is no stranger to regions with challenging peace and order conditions and where threats from insurgency groups abound. Yet, UBI is a company that has been resolute in pursuing its mission to build roads, bridges, and other infrastructure that open and connect communities to opportunities for development. The company will continue its partnership with the various branches of the Philippine Army to protect communities from harm as they navigate their way to progress amid precarious socio-political landscapes.
The Armed Forces of the Philippines (AFP) is steadfast in connecting communities and improving people’s lives. Ulticon Builders, Inc. (UBI) shares with the AFP, not only this mission, but also the tenacity and courage to embark on the most challenging projects and operations amid precarious socio-political conditions. As UBI builds world-class infrastructure that opens the countryside to progress, the AFP helps usher in progress through peace and order.
To support the AFP in this shared mission, UBI provided assistance to the Barracks Construction Project of the Philippine Army’s 403rd Infantry (Peacemaker) Brigade in Malaybalay City, Bukidnon in February 2020. The project aimed to improve the personnel’s living and working conditions – starting with the barracks. UBI donated construction materials such as bags of cement to be used for the barracks floor. Through improvements in the camp, the Philippine Army and UBI hope to motivate the Peacemaker Brigade to perform with excellence even as the demands of their duties increasingly become more arduous.
Another testament that UBI and the AFP are partners in nation building, this project was made possible through the efforts of Mr. Rudolph C. Lopez, UBI Bukidnon Audit Officer, and Colonel Ferdinand T. Barandon, Acting Commander of the Peacemaker Brigade, which tirelessly protects people and property from harm against armed rebel groups in Malaybalay City.
The Philippine Army Alpha (Arbiter) Company, 89th Infantry (Makatao) Battalion, 10ID and construction industry giant Ulticon Builders, Inc. (UBI) joined forces to construct a temporary elementary school for the Matigsalog and Manobo Tribes of San Fernando, Bukidnon on March 7, 2020.
Despite the very fertile rivers and valleys of San Fernando, Bukidnon – the municipality has been hindered from maximizing developmental opportunities due to the remoteness of the area. Amid socio-economic and cultural issues and conflicts, only very few elementary schools catering to the educational needs of indigenous children exist in its far-flung barangays and sitios. Alarmingly, some schools are operated by organizations that promote radical, left-leaning ideologies. These realities motivated Engr. Ruben M. Garcia (Project Manager, Matupe Project), 1st Lieutenant Darwin Catapang, and Captain Milbert D. Bonzato to work together on the makeshift school program. For Sitio Luburon, Barangay Matupe – UBI donated one tonne of cement, one load of sand and gravel, 100 pieces of hollow blocks, 20 pieces 9mm steel, and two pieces of fly boards.
The Alpha (Arbiter) Company, 89th Infantry (Makatao) Battalion is stationed in Sitio Balakayo, Barangay Kalagangan to maintain and protect peace and order in its communities. They believe that education is an enabler for peace and progress, so they continuously develop and implement concrete projects to make learning accessible to the residents. Moreover, their mission has evolved from fighting only in armed battles to also fighting for the rights of Indigenous Peoples to education, security, and equality.
Through the years, UBI has valued its partnership with the different branches of the Philippine Army, specifically those located in Mindanao. UBI seeks to provide equal opportunities for the country’s marginalized communities, including Indigenous Peoples. By supporting the construction of schools and funding initiatives on education, UBI is one with the Philippine Army in supporting our Lumad brothers and sisters to reach their full potential in the name of progress for their communities.
Ulticon Builders Incorporated, headed by Mr. Carlos “Charlie” Gonzalez of Davao, shows its support by way of its sponsorship to a test of stamina sport duathlon event for athletes in Mindanao which consists of a 5 kilometer run followed with a 35 kilometer cycle and finishes with a 3 kilometer run.
Head race organizer, JO2 Harvey Bryan Montenegro of the Bureau of Jail Management and Penology (BJMP) XI prior to the event said “It’s all systems go and we now have more than 70 participants. But we will only accept 100 and we will also give recognition to the top five finishers who are active or retired from the military service or judiciary and in the BJMP.” And he added that the elite competitors are Dexter Nonato of Podium Reliance, Christopher “Tophe” Eyao, Edwin Pilonggo of Davao Toyuzo, Jan Grino of Wadab and among the other elite heavy favorite teams are Caraga SURCYC, Porbo, BikingCoy, TriBuddies, and Sante Barley”. It has also been mentioned that the entries it has received grew to more than 100.
The said race took place on December 10 at the City Jail Road in Ma-a which began at 5:30 AM with 100 eager competitors to win the event. Cash prizes will be given to the top three winners in the competitive age groupers of male and female amounting to P3,000; P2,000; P1,000 and for the grand cash prize top three winners awaits the amount of P7,000 for first place, P5,000 second place, P3,000 third place with all running apparels will be awarded.
Ulticon Builders Incorporated (UBI) believes that the discipline of sports as exhibited in this duathlon helps build a better pathway for the future of every Filipino. UBI is grateful to BJMP XI that it had been a part of this event.
Ulticon Builders Incorporated (UBI) with the guidance of Charlie Gonzalez of Davao City collaborates and works together with the Philippine Red Cross in its programs. This is a joint effort to meet the need for blood by patients requiring blood transfusion or those who are in critical care. At par with this is the effective vision of UBI that it is always ready to help and assist those in need. That is why on November of 2016, employees at UBI willingly participated in the Red Cross Mobile Blood Donation to donate blood which was conducted at the company lobby, in Ma-a Road Davao City.
The purpose of the blood donor recruitment is to increase the national blood requirement, with which The Philippine Red Cross (PRC) conducts regular educational activities to encourage authorized voluntary blood donations from different universities, communities, and companies throughout the country. Strategically, the PRC blood service facilities located throughout the country collects their blood donation that reaches a 50% share of our nation’s blood supply.
But, aside from giving life, the question is what health benefits do you get from donating blood regularly? According to Organic Facts it helps stimulate good blood cell production, reducing risk of cancer, prevents hemochromatosis, healthier individual weight, and maintains a healthier heart and liver.
Ulticon Builders Incorporated’s drive towards helping others is always to build a healthier and brighter future for all Filipinos in many different ways it possibly can, and thanks Philippine Red Cross for the opportunity to do so in this collaborative effort.

Ulticon Builders Incorporated (UBI) thanks the organizers of the Acosta Cup for its continued support to our young local lady football players. UBI aims to continue to use its resources to partner with organizers who run events like the Acosta Cup to help the youth develop confidence, skills, and the right values to aid them to become better individuals not just for their own good but for the good of others.
