On March 6, 2025, the Lapu-Lapu City Government, Premium Megastructures Inc., (PMI) MPTC, and Lapu-Lapu Expressway Corporation (LLEX Corporation) signed a Memorandum of Understanding (MOU) to move forward with the Lapu-Lapu Skyway—a ₱27-billion, 12-kilometer elevated expressway linking Mactan-Cebu International Airport to the Cebu – Cordova Link Expressway.
Representing Ulticon during the MOU signing was Vice President for Operations Ruben M. Garcia, who joined key project stakeholders in affirming the company’s commitment to the successful realization of the initiative.
This key milestone reinforces Ulticon’s partnership with MPTC, a leader in tollway development and operations. As the engineering and construction partner, Ulticon brings over 30 years of expertise to ensure the successful delivery of this critical infrastructure.

The Lapu-Lapu Skyway is expected to serve more than 50,000 vehicles daily, reducing congestion on existing road networks and cutting travel time between Mactan Island and Cebu City. The expressway is also designed to improve access to the airport, central business districts, and tourist hubs.

Ulticon provides vital assistance to the Philippine Army as part of their efforts in their Internal Security Operations, which at present they are continuously conducting in the hinterlands or remote areas in the province of Bukidnon. The main purpose of the Armed Forces of the Philippines in conducting monitoring and combat operations, in the inaccessible areas of some barangays is to maintain and implement the peace and order of our rural communities, which not to mention the strategy played a sizable role in suppressing the armed terrorist groups within the area.

On top of that, based on their letter of request the Philippine Army needed two dump trucks, two loads of sand and gravel, for them to travel from Brgy. Mandahican, Cabanglasan to P-3A Brgy. Can-ayan, Malaybalay City, Bukidnon. The construction equipment and materials will be used to build their infrastructures inside their newly occupied company headquarters.
Ulticon’s contribution and full support for our Philippine Government is endless, it is a call for peace, order and to end armed conflict, which must be boundless for it is one of the key factors in building a progressive nation. In the same direction, the natives of Bukidnon Province and other private and public sectors held a peace forum that vows its full support to end the armed conflict in the area. While at Malaybalay City, Bukidnon, they heeded the Philippine Government’s call to once and for all eradicate or end the communist terrorist insurgency in the country.
In the assembly various sectors in Bukidnon joined in the peace and development forum held at Kaamulan Folk Arts Theater, Malaybalay City, which includes more than 200 barangay captains, leaders, city and municipality planning and development officers of participants participated in the said official gathering. According to 403rd Brigade Commander Col. Edgardo de Leon, “The task force needs to continue discussing and defining some complexities in identifying and addressing the root causes of insurgency to help the government win the war versus communist terror groups.”
Major General Franco Nemesio Gacal also states “We are glad that the Whole-of-Nation Approach along with our ‘Peaceful War’ is rapidly gaining traction among our stakeholders. We are now seeing positive results in our peace and development campaign because of the concerted efforts from the Regional, Provincial, Municipal and Barangay level.” And he added, “We would like to commend the Mayors, Barangay Captains, LGU planning and development officers, and all regional line agencies for showing their commitment and cooperation to this endeavor.”
To sum it all up, the official government event is in line with operationalization or in working order of the President Rodrigo Duterte’s EO 70 that institutionalized a “Whole-of-Nation Approach”, for which the President himself is spearheading the way by taking the role of National Task Force Commander.
It is in line with our President’s vision to secure a strong and safe future for our countrymen. An executive order was then created which formally organized the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), to consolidate the utilization of the government’s instrumentalities of power with the competence of private sector stakeholders to ultimately or finally put a stop to the five decades of long deceitful lies and atrocities of crimes committed without conscience and reason by the New People’s Army and other terrorist groups in the country.

Ulticon Builders Incorporated, a Quadruple A licensed Contractor company with the firm leadership of its President and Founder Mr. Carlos “Charlie” Gonzalez of Davao City, Philippines, whose projects are managed by UBI’s Authorized Management Officer (AMO) Carlos Miguel Gonzalez of Davao, is part of a new significant milestone construction project happening here in Mindanao. The great exciting news is that the Department of Public Works and Highways (DPWH) has finally granted the civil works contract agreement for the first execution of the Japan-funded Davao City Bypass Construction Project (DCBCP) to a Japanese construction institution.
The initial contract agreement between DPWH and the contractor was approved by Secretary Villar and signed on Thursday, October 29, 2020, with Mr. Gil P. Manuel of Ulticon, DPWH Undersecretary for Unified Project Management Office (UPMO) Operations Technical Services Emil K. Sadain, Project Director Virgilio C. Castillo of DPWH UPMO Roads Management Cluster 1, Mr. Makoto Fuji of Shimizu-Takenaka joint venture.
Furthermore, in the official signing of the contract, it was virtually attended by the Embassy of Japan to the Philippines Second Secretary Tomohiro Matsubara, Japan International Cooperation Agency (JICA) Philippines Chief Representative Eigo Azukizawa, JICA Philippines Senior Representative Kiyo Kawabuchi, and Japan embassy officials. According to Undersecretary Emil K. Sadain, “The entire bypass road with a total length of 45.5 kilometers is divided into six (6) packages: package I-1 (10.7 km), package I-2 (12.8 km), package I-3 (6.1 km), package II-1 (2.7 km), package II-2 (3.5 km), and package II-3 (9.7 km).”
And he added, “considered the most significant component of the project included in the awarded contract package is the 2.3-kilometer mountain tunnel that will run through the mountainous barangay to shorten the drive from the Davao-Digos Intersection of the Pan-Philippine Highway in Toril, Davao City towards the intersection of the Davao-Agusan National Highway in Panabo City.
It is expected that Japanese technology such as excavation techniques for tunnel construction will be applied and our Filipino engineers and skilled workers may take advantage of acquiring technical knowledge and expertise in the building of the tunnel that will be the longest in the country once completed, Davao City Bypass Construction Project will be funded by the Japanese Official Development Assistance signed last June providing the Government of the Philippines with a Special Terms for Economic Partnership (STEP) Loan from JICA under Loan Agreement Nos. PH-P261 and PH-P273. Under the STEP loan that will promote the transfer of outstanding Japanese technology and expertise, the main contract is Japan tied but allows a joint venture in addition to the Japanese company.
By constructing a bypass road, this will be a driving force for economic growth in the entire Mindanao by connecting the port area to the southern end of the Davao City while avoiding the city center.” As for Ulticon, it is a great privilege and honor to be part of this huge-huge-huge joint venture project happening here in Mindanao, and our whole nation benefits from the build-build-build program of the Duterte administration. Not to mention, it will be a tangible leap of faith to help our economy and a big step to better the lives of our Filipino people.

Ulticon Builders, Inc. continues its mission to promote peace through progress. In December 2019, UBI worked with the Philippine Army 88th Infantry (Maringal) Battalion 4th Infantry Diamond Division for a conflict resiliency program in Sitios Salumayag and Kasilaan, Barangay Halapitan, San Fernando, Bukidnon. Upon the request of Philippine Army Team Leader Bobby Navaro and Captain Eric Gale, UBI donated sacks of rice, boxes of canned goods and coffee to be distributed to New People’s Army ex-rebels.
The Philippine Army is at the forefront of the government’s goal of defeating terrorism. They strive to secure peace by protecting communities from NPA cells, known to cause disorder, destruction, and death; and by evolving communities to be conflict-resilient. Their role becomes critical especially in provinces with a long history of insurgency such as Bukidnon. Conflict resiliency community programs, which cover the rehabilitation of ex-NPA rebels, help prevent insurgent groups from connecting again with their former members, reintegrating into society.
UBI, founded by Charlie S. Gonzalez and Engr. Sonny Gonzalez in 1997, supports a whole-of-government approach to bring about progress in provinces with peace and order issues. On 26 February 2020 – UBI, represented by General Manager Rudolph Joseph C. Lopez, planted one abaca seedling and four dragon fruit cuttings to ceremonially commence the Luyungan Food Sufficiency Project in Luyungan IP High School in Nasuli, Bangcud, Malaybalay City. More importantly, UBI pledged to build the water system for the plantation and to supply meals during labor activities.
The project has been inspired by Luyungan IP High School students struggling with their basic needs, including food, while pursuing their studies. Because of the long distance between the school and their villages, students find it hard to go home on weekends and their parents have difficulty feeding them. The school administrators have been soliciting food from government and private organizations, but they recognize that such food assistance is a temporary solution. In contrast, the Luyungan Food Sufficiency Project will provide long-term benefits as the 5 hectares of Adlai, Dragon Fruit, and Abaca plantation within the school perimeter can earn an annual income of PhP 5M by 2022. With this income, meals and drinks for the students, on a regular basis, can be subsidized.
Luyungan IP High School and UBI are collaborating with Unifruitti Tropical Philippines Inc. (UTPI), Heneliban Foundation In (HFI), Kalugmanan Agri-Development Corp. (KADC), and the Philippine Army’s 403rd Infantry Brigade and 8th Infantry Battalion to make the project a success. Once the Luyungan Food Sufficiency Project meets its target produce and income, it can continue to nourish the minds and the bodies of the children of the seven tribes of Bukidnon. It can continue to allow education to enable our IP brothers and sisters from the Matigsalog, Higaonon, Talaandig, Manobo, Umayamnon, Tigawahanon tribes to march towards progress.

The Department of Public Works and Highways (DPWH), in partnership with Quadruple A Contractor Ulticon Builders Incorporated (UBI), spearheads the construction of Davao City’s 2.3KM long-distance mountain tunnel.
This four-lane mountain road tunnel is a first in the country and touted as one of its most innovative transportation projects. The tunnel will be built along the mountains of Barangay Magtuod. It is a part of a PhP 13 Billion 10.7KM road – a section known as Package I-1 of Davao City’s 45.5KM Coastal Bypass Road. Targeted to be completed in 3 years, it seeks to provide ease of transportation between Barangay J.P Laurel in Panabo and Barangay Sirawan in Davao through the Pan-Philippine Highway Diversion Road. Travel time is estimated to be shortened from 1 hour and 44 minutes to only 49 minutes.
Davao City is expected to reap significant economic benefits from this project. Not only will the new road reduce travel time and cost for both business owners and customers, but it will also facilitate a more reliable, efficient, and unobstructed transport of interregional goods and services within the city. The new road will also open an easier access to and from major ports in Davao Gulf such as Davao International Container Port and Sasa Port. Moreover, the project will help the growth of the agro-industrial sector of the city and its neighboring regions as Davao City solidifies its role as the trade and commerce hub in Mindanao.
In parallel, the project provides social benefits. For one, the shorter travel time and easier access to and from barangays will decongest urban centers, allowing a more convenient, less stressful way of life for the locals. Better urban management can also bridge west and east communities obstructed by the mountains.
Undoubtedly, the project conceptualization and planning have not been an easy feat. Nevertheless, the early stages of collaboration have been productive because of reputable international partners – Japan International Cooperation Agency (JICA) and developers Shimizu Corporation and Takenaka Civil Engineering & Construction Co. Ltd. JICA has led the process for official development assistance (ODA) from Japan to support capacity development components, engineering designs, construction supervisions, and financial estimates. As expected, Japan’s advanced tunneling technologies will be deployed for the project.
Carlos Gonzalez, UBI President and Chairman of the Board, underscores, “It is an honor for Ulticon to be a major player in the Coastal Bypass Road Project that will usher in a major, more dynamic socio-economic growth for Davao City.”
Ulticon Builders Incorporated (UBI) donated 100 liters of diesel to Sugod Farmers Association of Barangay Sugod, Valencia, Bukidnon. The diesel was for vehicles used by Sugod farmers to attend a team building program in Pilwak Beach Resort and Shades in Misamis Oriental on August 14 and 15, 2019.
The Sugod Farmers Association is a national organization with various provincial chapters. Its mandate is to support farmers by addressing their concerns, improving their livelihood, properly managing the environment, and making their communities healthy. Team building activities are essential to strengthen the bond, rapport, and unity among the association members.
On behalf of Sugod Farmers Association, Mr. Rodrigo Serrano Jr. (Adviser, PBSF AI) and Punong Barangay Ernesto R. Abella acknowledged the donation, facilitated by UBI key personnel from Bukidnon, Mr. Rundolph Joseph C. Lopez (Vice President of Equipment Services) and Mr. Edwin B. Piencenaves (Officer-in-Charge).
For decades, UBI has not only produced first-class private and public infrastructures but has also supported communities across provinces. In Bukidnon, UBI has rehabilitated and built roads – two of them are the Aglayan-Zambohuita Road and the 56-kilometer Kapalong-Talaingod-Valencia-Bukidnon Road. At the same time, UBI also considers Bukidnon a priority beneficiary of programs, including sponsorship and funding, that provide opportunities for the province’s underprivileged to improve their lives. On both fronts, UBI, a Quadruple A Contractor, guided by the leadership of Carlos Gonzalez, continues to be one with the government in building communities in order to build a progressive nation.
Ulticon Builders Incorporated (UBI), one of the largest construction companies in the Philippines, donated two loads of screened sand and gravel to Valencia City’s Barangay Kahaponan on July 22, 2019 to be used for the construction of the sitio chapel and the basketball court pavement. Ulticon Builders Incorporated (UBI), for many years, has worked hand in hand with the Philippine government and its military to achieve lasting peace, security, and development in the country. In this context – on 18 July 2019, UBI donated three tons of cement for the improvement of the camp facility of the Eighth Infantry Dependable Battalion, Fourth Infantry Division, Philippine Army (also known as the Diamond Division).
The facility improvements are expected to improve the efficiency and effectiveness of the Diamond Division’s daily operations. Stationed in Barangay Poblacion, Impasugong, Bukidnon – the division is an extension of the Philippine Army Infantry units assigned in Northern Mindanao. It has been tirelessly protecting civilians, properties, and businesses against the New People’s Army, the armed wing of the Communist Party of the Philippines.
Grateful to UBI, Lt. Col. Ronald M. Illana, commanding officer of the Diamond Division, said: “We believe the key towards the continued spread of goodness lies upon those who nurture goodness in their hearts. Your benevolence will go a long way.” He received the donation from Mr. Rundolph Joseph C. Lopez, UBI Vice President of Equipment Services.

The Kagitingan Brigade, the Philippine Army’s 701st Infantry, received 12 tons of cement from Ulticon Builders Incorporated (UBI) for the construction of the troop’s motor pool bay and construction hall. Brigadier General Manuel V. Sequitin requested this assistance from UBI Vice President Rudolph Joseph C. Lopez to improve the facilities of the Kagitingan Brigade. These improvements can upgrade its unit status from compliant to proficient in fulfilling the Army Transformation Roadmap.

It aims to help the army further improve how it performs its daunting duties.
