On March 6, 2025, the Lapu-Lapu City Government, Premium Megastructures Inc., (PMI) MPTC, and Lapu-Lapu Expressway Corporation (LLEX Corporation) signed a Memorandum of Understanding (MOU) to move forward with the Lapu-Lapu Skyway—a ₱27-billion, 12-kilometer elevated expressway linking Mactan-Cebu International Airport to the Cebu – Cordova Link Expressway.
Representing Ulticon during the MOU signing was Vice President for Operations Ruben M. Garcia, who joined key project stakeholders in affirming the company’s commitment to the successful realization of the initiative.
This key milestone reinforces Ulticon’s partnership with MPTC, a leader in tollway development and operations. As the engineering and construction partner, Ulticon brings over 30 years of expertise to ensure the successful delivery of this critical infrastructure.

The Lapu-Lapu Skyway is expected to serve more than 50,000 vehicles daily, reducing congestion on existing road networks and cutting travel time between Mactan Island and Cebu City. The expressway is also designed to improve access to the airport, central business districts, and tourist hubs.
